Liverpool's proactive approach to growing the city:
Minimum Height Policy – 8 storeys minimum
(would include list of unsustainably inappropriate buildings targeted for
removal when possible)
Population Density Thresholds per acre
(would have to tie in with a series of neighbourhood analysis to identify
the minimum heights new buildings would need to be, given available sights
etc to ensure thresholds for the area are reached)
Permeability Strategy – would include
breaking traffic routes across town, time led traffic exclusion zones, rather
than permanent pedestrianisation
Positive Tall Buildings Policy
A positive stance that would seek to factor in funding inducements etc to
encourage as many tall buildings as the market can take. This would free us
up to develop the social and economic policies that could lead to extra growth
and the increase in capacity this would bring. If we add in some of those
good conservation policies that exist (i.e. an adapted Buildings at
Risk file, but with a firm strategy to resolve issues with the top 50%
immediately) a holistic conservation and high growth agenda could
evolve!
De-Zoning
Guidance - Encouraging the current CBD to drift back towards the
retail area as well as North into Northshore and Central Docks. This initiative
would involve a number of interlinked strategies for office and residential
redevelopment, including the revival of the upper floors of Church St, and
utlising the juntion of Leeds St and the Strand as hub rather than gateway,
with analysis of ‘issues’ that need to be addressed in order to facilitate
success of the core strategy.
